What happens when third world countries (and first world communities), made utterly dependent on tourism and frequent tourist injections of capital, experience massive decreases in tourism due to the cost of transportation and oil?

In other words, as the oil runs low and airplanes can’t shuttle millions of tourists around the world at a moment’s notice?

Especially on indigenous people?
